Selecting candidates for Mayor and Assembly
This Regional Conference welcomes the Government's speedy action on the General Election pledge of democratic government for London and congratulates them and the Party in London on the successful outcome of the Mayor and Assembly referendum which overwhelmingly affirmed Londoners' desire for the restoration of their own political voice.
The London Labour Party looks forward to the democratic selection of a Labour candidate for mayor. We believe that Labour's candidate must be selected democratically on the basis of a One Member One Vote ballot of the Greater London Labour Party membership in London. We believe any member of the Greater London Labour Party should be entitled to seek nomination, and we support the following simple and democratic system for selection:
1. Labour's selection should be made by eligible Labour Party Members in London through a One Member One Vote ballot.
2. All candidates who are nominated by a minimum of 12.5% of London CLPs (that is 10 CLPs) will automatically be short-listed so that their names will appear on the ballot papers to select Labour's candidate.
The selection process should be made through full participation and nomination by branches, and locally affiliated trade unions, Co-operative and Socialist Societies.
We seek to attract representative candidates to the Greater London Assembly. The selection process should therefore:
1. Implement a ballot of all members in the appropriate constituency to select nominees for the Greater London Assembly.
2. Implement a London wide ballot procedure to determine order of ranking of the nominees in the event of a PR electoral system.
3. Ensure that there are 50% women nominee candidates.
4. Ensure that ethnic candidates are given appropriate safeguards for representation.
5. Ensure that the preparation of the election manifesto is done with the widest consultation.
