The 1997 Operator and Ancillary conference of the CWU agreed to launch a high profile campaign against BT's use of agency staff. Two years after the release of direct labour, 7,000 agency staff are working for BT. Some switchrooms have up to 80% agency staff doing the same jobs as BT operators - but on less pay and weaker terms and conditions.
